Mr. G. R. Raghavender is a civil servant and he was selected for Central Secretariat Service (CSS) cadre through UPSC Civil Services Examination in 1988. At present he is Joint Secretary, Department of Justice, Ministry of Law & Justice, Government of India. He is involved in policy making in copyrights and related rights and he is also in charge of ISBN registration and book promotion. He attends WIPO SCCR meetings and FTA negotiations as a member of Indian delegation. Recently, he significantly contributed in finalization and adoption of WIPO Treaties namely, Beijing Treaty on Audiovisual performances, 2012 and the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled, 2013. As a resource person of WIPO he gave lectures/talks on Copyrights and Related Rights in Bhutan, Maldives, Cambodia and India. He also give talks in various seminars and workshops organized by several Universities and Institutes all over India. He completed M.A. Development Studies (Public Policy Management), a postgraduate degree from Institute of Social Studies (ISS), the Hague, the Netherlands. He also holds several other post graduate degrees namely, M.A.(Gold medallist) M.Phil. (Ancient History Archaeology), and B.Li.Sc., from Osmania University, Hyderabad. He was a JRF Scholar of UGC as well. He also holds a degree in B.Sc., and LL.B (Delhi University) and at present he is pursuing LL.M (IPRs) from GGSIP University, New Delhi.
